The rest is head canon. Omiko could of course have a sympathetic backstory with trying to lift herself up in Honnouji to take care of younger siblings, something to that effect, but largely, she didn’t have a terrible childhood. One with a lot of pressure, perhaps, but not terrible - being the daughter of a high level pro golfer and high level pro wrestler, and an only child, left her a bit unattended, with her mother eventually seeming to pay more attention to getting back into shape after pregnancy than she paid to the whole mother thing, and a father that was often traveling from place to place as well. They were loving, just a little absent, and that left Omiko to make her own goals - living up to her parents - and when Honnouji’s scouts found her playing tennis inhumanly well, she moved in without her parents, relying on their money to help her get there, and moved up through the tennis club quickly.
After her defeat, she dropped down to the no-star shanties, and while she’s still in the club - damned if she’ll let anyone take her place for long - she hasn’t had time to move back up in the ranks, which is her ultimate goal. Right behind that, of course, is tracking down anyone who took pictures of her nude and destroying them and their pictures, and then in third place - only because it’s not as realistic - is somehow getting back at Ryuko.
Ryuko puts up a fight against Satsuki though and Omiko’s no dummy.
Personality: This is very headcanony, what with her being a villain-of-the-week in a show that sees little need to give backstory to someone in her position… but there’s definitely a nice solid shell of a personality to work from.
Frankly, Omiko is, ultimately, a pretty straightforward gal. That’s not to say that she’s completely without any depth of character, just that she wears her violent and mildly insane heart on her sleeve. That is important, by the way; the idea that violence isn’t the answer is practically a foreign concept to Omiko, and Honnouji Acadmy just reinforces those tendencies, when her idea of punishing a tennis club member for being a no show is to pummel them with millions of tennis balls. She tends to go all out when solving her problems, and that means aggression, readily challenging anyone who questions her authority, and using a giant spiked tennis racket that looks more suited to wholesale slaughter than smacking some balls around.
That, though, partly derives from the fact that she’s incredibly driven. Everything in her life is about moving forward, accomplishing her goals and then attacking (literally if need be) her next goals, moving up in life, while impressing those she serves. Omiko is reckless, one of first characters to pick a fight with Ryuko and the second to give her any trouble, even kinda sorta beating her before… Ryuko actually knew what they were doing. It’s probably only fair, really, that Ryuko got a proper chance to play a ‘tennis’ match against her.
Despite that Omiko isn’t all violent psychotic aggression. She knows her place, at least, bowing to Satsuki Kiryuin, student council president and undisputed ruler of Honnouji Academy, and shows proper deference to athletics president Uzu Sanageyama; occasionally it can chafe, but she holds respect for a woman with the power and determination to be as dominant as Satsuki, and would stand zero chance against her in almost any contest. Similarly, Uzu is just too competent and athletic for her to actually mind having to listen to him, even if his laid back attitude is a little much sometimes.
Even knocked down to no-stars after her defeat, Omiko doesn’t completely fall apart. Not completely.
…not for very long at least, as embarrassing as it is to a. be beaten at her own game, b. be demoted to a worthless position and c. be stripped in front of the entire school, more or less. When that much pride is wounded that badly, of course the natural reaction is to just crawl in a hole and die which was exactly how she felt for a while, but she also has far too much pride to let it keep her down, and is way too dedicated to tennis to stop.
Abilities/Weaknesses: Tennis. Omiko is real fucking good at tennis. To be chosen as the president of a club in Honnouji Academy you generally have to be able to roflstomp the average human being without any special gear, and she got her two-star uniform before Satsuki started handing them out like Halloween candy. As for weaknesses? A little prudish and also public nudity would remind her of her ultimate shame of being beaten. Plus, someone could make fun of her shark teeth and enormous tongue?

She wasn’t sure how she’d gotten here, in the first place; beyond that, she wasn’t sure why she’d decided to keep approaching but she’d woken up and quite summarily reject the contract because screw that, no one owned her - not even Satsuki-sama and she was one of the few people who could tell Omiko what to do without question.
They let her leave, though, and that was nice of them, because it meant that she didn’t need to try to get her hands dirty without a weapon, but she still felt… naked, almost, without her goku uniform, and without a tennis racket, and around all this SEX. Sex was fine! People did it, and enjoyed it, and it was important to make babies but did it have to be so public? Omiko sat down at a café, and was trying desperately to enjoy a pastry when it was so very blatantly penis shaped.
About five minutes of deliberation ensued before finally taking a bite, and she noticed someone looking at her biting into it with her razor sharp teeth, grimace, and walk away. Omiko was pretty sure she hadn’t smiled in at least a week, but making someone look like that brought a grin to her face, despite the situation.
Aw yeah terrifying game still strong.

Odd jobs were all well and good but they also barely paid for an almost literal hole in the wall and were a complete waste of her utter amazingness besides, and Omiko was not putting up for living like a no-star when she’d just gotten away from it. Going home and working back up would be ideal, but this was an opportunity! A new land to make a name for herself in! A new, utterly insane land that shouldn’t exist, but it did, and she was here and alive and that was what mattered.
Maybe if she could find a brothel that catered to sports fetishes…

When she punishes Mako, it's not even so much being a stickler for rules so much as Omiko citing the rules as an excuse to solve what she sees as a problem - the problem being Mako - violently. She likes to be in control and rule as much of the roost as she can, and sometimes a display of brutality is what it takes to make sure everyone stays in line, and, frankly, she's a bit of a sadist on top of it all.

What Omiko respects is, predominantly, strength - she's almost like a simpler Satsuki in that regard. The strength to fight back and win against whatever odds, like Ryuko, or the strength to utterly dominate the entirety of Japan's high school system, like Satsuki, gets her attention more than anything loftier. Strength of body, character, and willpower earns her respect, though she has a difficult time seeing it in those who are disobedient or not conventionally strong, such as Mako. Authority and respect are important to her, ultimately, though it's often largely for the purpose of keeping weaklings in line to an almost social Darwinist level. Rising through the ranks, is, therefore, a motivation she respects, and a motivation Mako utterly lacks.
